Gentlemen:

Upon reviewing the statistical information concerning the last three land-use plans as proposed by the Columbia Slough Task Force, it was obvious that much effort had gone into these varied alternatives; however, we must agree that much work is left to be done before any final acceptance can be rendered by our department.

Our staff recommendations are covered in the following manner, with Plan Three being favored for these reasons:

1) That Columbia Slough be closed from the rivers by water level control devices to insure flood protection.

2) That the water level for the slough and lakes be maintained at a plus 9.0 elevation.

3) That the residential area designated for the Barnes Railroad Yard site remain industrial or commercial.

4) That the commercial development noted for the City sanitary fill area be either clarified or omitted.

5) That power boats be either eliminated or restricted to certain areas and allowed only at those times of the year which do not conflict with the wildlife nesting habits.

6) That projected costs be identified more specifically and it be stipulated as to who be responsible for providing the local share.

7) That flood control should be recognized as a high priority.

8) That a green belt or corridor be established for the entire length of the slough.

9) That Plan Three does allow sufficient acreage for industrial and commercial development.

10) That the Task Force define more specifically wildlife improvements and anticipated costs for those improvements.

We ask that these recommendations be wisely considered and that we be kept informed on the progress of your study.
