Gentlemen:

The following resolution was endorsed by unanimous vote of the Central Labor Council of Portland at our last regular meeting held May 4, 1931:

Whereas, The City of Portland in 1928 by vote of the people approved a bond issue in the sum of $300,000.00 for the purpose of acquiring a site for an constructing thereon an incinerator plant which was then and still is sorely needed for the proper disposal of garbage; and

Whereas, At the present time and for the last two years there has been a large amount of unemployment in the City of Portland resulting in a very distressing situation; and

Whereas, The City Council has up to date been unable to agree upon a site and therefor has done nothing toward the construction of said incinerator, which construction would provide employment for a substantial number of Portland�s unemployed artisans and laborers; therefor be it

Resolved, by the Central Labor Council, that they Mayor and Commissioners of the City of Portland are respectfully petitioned and urged to immediately agree upon, select and purchase a site suitable for said incinerator and proceed immediately with the construction thereon.
